History: An Independent Parliamentary Entitlements System Review
As a parliamentarian, you are paid a salary and provided with a range of public resources under a legislative framework to facilitate the conduct of your duties and responsibilities as an elected representative of the Australian public.
On 2 August 2015, the Government announced the establishment of a committee that would consider and provide options for the creation of an independent parliamentary entitlements system – a system that would be simpler, and more transparent and accountable.
The committee’s report, An Independent Parliamentary Entitlements System Review (Report) was released on 23 March 2016. The Report contained 36 recommendations, all of which were supported in principle by the Government.
The key reforms recommended by the Report were:
- change of terminology - from ‘entitlements’ to ‘work expenses’
- a new legislative framework - incorporating a single head of authority for work expenses and clearer definitions of eligible purposes
- a system subject to overarching principles
- simplification of travel work expenses
- strengthening accountability and transparency - through clear rules and processes, and incorporating flexibility for parliamentarians to make optimal choices
- investment in Information Technology - to improve efficiency.
