Courier and freight costs
Overarching obligations
The Parliamentary Business Resources Act 2017 imposes overarching obligations.
The dominant purpose and value for money tests and specified conditions must be met. See s25, 26, 27, 28.
The Commonwealth is not liable to pay an expense or provide a public resource where you contravene any of these obligations (s29, PBR Act).
For the conduct of your parliamentary business, and subject to the limit of your annual budget for office expenses, you may pay for courier or other freight costs for transferring documents and other small items between your offices.
Expenditure is reported in your monthly management reports and quarterly expenditure reports.
Ordering
You are responsible for dealing directly with your suppliers. However, costs for any couriers arranged for you by your House Department will reduce your annual budget for office expenses.
Payment of invoices
Claims for payment for courier services other than those arranged by your House Department, should be sent to Ministerial and Parliamentary Services electronically via the Parliamentary Expenses Management System (PEMS); or if PEMS is not able to be used, by completing an Invoice certification and request for reimbursement - satellite electorate office, courier or freight transfer costs and other form.
Invoices must clearly identify the title, date of purchase, and cost of courier or other freight services.
