Salary

Base Salary

Each Senator and Member receives an annual base salary, which is determined by the Remuneration Tribunal under section 14(2) of the Parliamentary Business Resources Act 2017.

As at 1 July 2019, the base salary is $211,250 per annum

Additional Salary for Ministers and Office Holders

In addition to base salary, certain Senators and Members receive additional salary by virtue of being a Minister (including a Parliamentary Secretary) or holding a specified office. The Remuneration Tribunal reports the rates of additional salary for Ministers, and determines rates for all other offices holders under section 14(3)(b) of Parliamentary Business Resources Act 2017.

Shadow Minister

A Shadow Minister who is also a Senior Office Holder does not receive additional salary beyond that which he or she receives as a Senior Office Holder. The Remuneration Tribunal has determined that the following rules apply in calculating the number of Shadow Ministers to receive additional salary and at what rate:

  • the maximum number of Shadow Ministers that may receive additional salary at the rate of 25 per cent is equal to the number of Ministers of Cabinet rank minus the number of parliamentarians who are members of the Opposition and hold an office other than Shadow Minister for which the office holder’s salary is more than 25 per cent of the base salary.
  • the maximum number of Shadow Ministers that may receive additional salary at the rate of 20 per cent of base salary is equal to the number of Ministers specified in section 4(b) of the Ministers of State Act 1952 (currently 30) minus the number of Shadow Ministers who receive additional salary of 25 per cent of base salary and minus the number of parliamentarians who are members of the Opposition and hold an office other than Shadow Minister for which the office holder’s salary is more than 25 per cent of the base salary.

The Leader of the Opposition is required to provide advice in writing to the paying authority in each House of Parliament as to which individual Shadow Ministers are to be paid in accordance with the above rules.

A shadow minister who also holds another office will not receive office holder salary for both offices.
